Dhaka, August 1: Bangladesh Awami League has demanded that the police, civil administration and Election Commission (EC) officials who were appointed during the four-party coalition government led by BNP should be removed from duty in the upcoming parliamentary elections.

At the same time, during the election, the party has made several proposals, including the administration and law and order forces, including all the necessary organizations and institutions for conducting the election under the EC. General Secretary Obaidul Quader presented these proposals in a dialogue with the EC at the election building on Sunday (July 31).

The proposals are-

1. Demonstrating the ability of the Election Commission to fulfill its responsibilities given by the Constitution and the law, keeping independence, impartiality and acceptance above all.

2. Responsibilities of concerned Ministries/Organizations of the Executive Department during elections.

3. Responsible and impartial conduct of Election Commission Secretariat and its field level officers/employees.

4. An accurate voter list with photographs and overall security of polling stations on polling day.

5. Enhancing voting through Electronic Voting Machines or EVMs.

6. Appointment of responsible officers/employees of the Republic as Presiding Officers and Polling Officers instead of officers/employees of private organizations or institutions.

7. Neutral and responsible behavior of members engaged in maintaining law and order.

8. Maximum transparency and caution should be taken in the appointment of domestic and foreign observers for the 12th Parliament election.

9. Stop the use of muscle power and money in elections and ensure free voting opportunities for all categories of voters, including religious minorities.

10. Ensuring overall security of the public before and after the elections.

11. At the time of the election, all the organizations and institutions necessary for the conduct of the election, including the administration and law and order forces, should be placed under the supervision of the Election Commission.

12. The mandate of the electoral government should be limited to essential day-to-day (routine) functions only.

13. Relying on sustainable constitutional, legal and regulatory arrangements rather than ad hoc or interim arrangements.

14. Caretaker government is a 'past and closed chapter'.

A delegation of 13 members led by Awami League General Secretary Obaidul Quader participated in the dialogue. The team consisted of advisory board member Amir Hossain Amu, presidium member Matia Chowdhury, Colonel Farooq Khan, Dr. Abdur Razzak, joint general secretary Hasan Mahmud. Apart from the CEC, four Election Commissioners and senior officials of the EC were also present.
