Govt. appoints 106 Magistrates to run Mobile Court during Lockdown

Dhaka, July 1: The government has imposed a seven-day strict lockdown from Thursday (July 1) as coronavirus (Covid-19) infections have risen alarmingly. To keep things in check, 106 officers of the BCS administration cadre have been appointed as executive magistrates to run mobile courts, an order issued by the Ministry of Public Administration on Wednesday (June 30) said.

The order directs the operation of mobile courts in areas under the jurisdiction of the Divisional Commissioner's Office in accordance with Section 10 (5) of the Code of Criminal Procedure, 1898, with the power of Executive Magistrate under Section 5 of the Mobile Courts Act, 2009. The order directed the executive magistrates to perform their duties as per the directions of the concerned divisional commissioner on Thursday (July 1).

Earlier, a notification was issued by the Cabinet Division announcing a strict lockdown from 8 am on July 1 to midnight on July 8. Under the 'Army in Aid to Civil Power' provision, the Armed Forces Department will deploy the required number of troops to ensure effective patrol at the field level, the circular said. The district magistrate will confirm the matter by contacting the local army commander.

The District Magistrate will hold a coordination meeting with the concerned officers at the district level to determine the jurisdiction, method and time of recruitment and patrol of the Army, BGB, Police, RAB and Ansar. At the same time, if any special activities are required locally, he will take steps in that regard. It has been informed in the notification that the concerned ministries / departments will give necessary instructions in this regard at the field level.

The ministry of public administration will ensure the appointment of the required number of executive magistrates at the field level, the circular said, adding that the director general of the health department would give the district administration and the police force the necessary powers to take legal action on his behalf.
