High Court directs to stop 'vulgar, discourteous' Rag Day practices in educational institutions

Own Correspondent, Dhaka, April 18: The High Court has directed the concerned authorities to stop DJ party, reckless dancing, bullying, obscenity and nudity in the name of celebrating Rag Day in educational institutions within next 30 days.

At the same time, the court has issued a rule to know why shouldn't all educational institutions in the country be instructed to take necessary steps to curb DJ parties, bullying, anti-culture and obscenity in the name of Rag Day.

A High Court division bench comprising Justice Md. Mojibur Rahman Mian and Justice Khizir Hayat passed the order on Sunday. Advocate Mohammad Kamrul Hasan appeared for the writ petition. Deputy Attorney General Bipul Bagmar represented the state.

On April 7, a writ petition was filed in the High Court seeking directions to stop DJ party, reckless dancing, bullying, obscenity and nudity in the name of Rag Day at the educational institutions. Supreme Court lawyer Mohammad Kamrul Hasan filed the writ petition in the public interest.

Education Secretary, Information Secretary, Culture Secretary, Chairman of University Grants Commission, Vice Chancellor of all public universities including Dhaka University, National University, Chief of Police, Director General of Board of Secondary and Higher Secondary Education were made respondent in the writ petition.

Lawyer Mohammad Kamrul Hasan, who filed the petition, told reporters that in recent times, vulgar, obscene programmes and DJ parties have been organized in educational institutions in the name of Rag Day. Their photos and videos have spread through social media. Where educational institutions are supposed to be the masters of moral quality of students, the tender-hearted pupils are drowning in their own unknowing decline through extreme moral degradation activities, under the patronage of education administrators and through their presence.

The writ petition was filed in the High Court seeking necessary directions on the matter. The court ordered a rule during the preliminary hearing on Sunday.
