Prime Minister directs to eliminate corruption in outsourcing recruitment

Dhaka, March 31: Prime Minister Sheikh Hasina has directed all ministries and departments to eradicate corruption in recruitment of manpower through outsourcing in various government departments. In a fortnightly confidential report of the first half of February, the Cabinet Division's proposal was presented to the Prime Minister, who approved it. In view of this, a letter has been sent from the Cabinet Division to the Secretaries / Senior Secretaries of all the Ministries to implement this decision.

The proposal, presented to the Prime Minister, alleges corruption among contractors in outsourcing recruitment to various government departments, nepotism and, in some cases, illegal contracting of new manpower to replace the old manpower.

It said that more intensive monitoring is needed to control irregularities and corruption in outsourcing hiring contractors and recruiters as per the guidelines of Outsourcing Services Policy-2008 and Finance Department Circular 2016. At the same time, outsourced employees should make arrangements to pay their dues through their respective bank accounts as much as possible.

At the same time, the proposal further said that instructions can be given to all the ministries and departments to take appropriate action in this regard.

The proposal has been approved by the Prime Minister. In this context, the Cabinet Division has requested the Secretaries to take appropriate action as per the directives and send the implementation reports to the Ministries and Departments.

In addition to the recruitment of permanent and temporary manpower in the administrative structure of the government, manpower is recruited through outsourcing. General third and fourth class employees are recruited through outsourcing. They get this appointment on a temporary contract.

In 2008, the caretaker government decided to recruit people for various government institutions, offices, autonomous, semi-autonomous institutions, various corporations and various projects through outsourcing. For this, the policy of receiving services through outsourcing-2006 was formulated.

It has been one of the sources of corruption since the beginning of the recruitment process through outsourcing in the third and fourth classes in various departments including the Department of Health and Hospitals. This trade worth crores of rupees is controlled by dishonest officials and employees and contractors. These outsourcing corruptions are being reported in various media from time to time.
