World must share responsibility of looking after climate refugees: PM Hasina

Dhaka, November 3: Speaking at a program titled 'Call for Climate Prosperity' at the Scottish Parliament, Prime Minister Sheikh Hasina said the world needs to share the responsibility of climate refugees, displaced by natural disasters such as rising sea levels, river erosion, salinity, floods and droughts. The issue of loss must be resolved properly.

Sheikh Hasina said there are already 6 million people displaced by climate change in Bangladesh. In addition, an additional 1.1 million Rohingyas from Myanmar have settled. Dealing with the Covid-19 pandemic has created additional challenges.

The Prime Minister delivered a keynote address at the Committee Room of the Scottish Parliament entitled 'A Bangladesh Vision for Global Climate Prosperity'. Bangabandhu's youngest daughter Sheikh Rehana and CVF envoy Saima Wazed Hossain were present on the occasion.

Arriving at the Scottish Parliament, Speaker Alison Johnstone welcomed the Prime Minister of Bangladesh. She said effective and adequate climate finance would be the key to prosperity. She put forward some proposals for successful implementation of Mujib Climate Prosperity Plan (MCPP).

Sheikh Hasina, President of Climate Vulnerable Forum (CVF) and Vulnerable 20 (V20), proposed that the major carbon emitting countries must present and implement a comprehensive NDC (nationally defined contribution). Without ambitious impact mitigation efforts, adaptation measures alone are not enough to slow down, stop, and reverse the adverse effects of climate change.

In another resolution, the Prime Minister said developed countries must fulfill their pledge to provide USD 100 billion a year to developing countries to tackle climate change with a special focus on climate risk countries. She said that this amount of funding would be in addition to the existing ODA (Official Development Assistance) and that there would be coordination between different climate financing.

She added that there should be a 50:50 ratio in the distribution of climate finance for adaptation and mitigation.

In her latest proposal, the Prime Minister suggested the expansion of green technology from developed countries to developing countries at affordable prices so that the Mujib climate plan can be implemented.
