Resources of government employees: New guidelines for public administration

Dhaka, March 5: The Ministry of Public Administration has given new instructions on the issue of accounting of assets of government employees. Recently a letter has been sent to the secretaries of all the ministries and departments.

It states that 'Government Employees (Conduct) Rules, 1979' on all government officials covered under the 'Government Employment Act, 2018' to submit statement of assets to their controlling administrative ministry, create database of statement of assets and acquire / sell immovable property from the concerned administrative ministry. It has been requested again to inform the ministry in compliance with its 11, 12 and 13 rules.

According to the Government Employees (Conduct) Rules, 1979, there are rules for filing asset declarations of government employees for five consecutive years. But government employees are not following this rule. In this context, the Ministry of Public Administration sent a letter to the senior secretaries / secretaries of all the ministries and departments on July 24 last year to comply with the rules including accounting of assets through implementation of the rules.

According to the letter, Rules 11, 12 and 13 of the Government Employees (Conduct) Rules, 1979 provide instructions to government employees on acquisition, sale and submission of immovable property.

In order to ensure good governance, all the concerned ministries have been strongly directed to take necessary steps to ensure that the rules mentioned by the Prime Minister are effectively followed by the officials.

In this case, the Government Employees Act, 2018 requires all government officials working in their controlling administrative ministry / office / subordinate organization to submit asset declarations, create a database of those asset statements and obtain permission from the concerned ministry to acquire and sell immovable property. The letter directed the Ministry of Public Administration to take immediate action on urgent basis through thorough compliance with Rules 11, 12 and 13 of the Rules, 1979.
